It's in FAQ #3. Put cl_hud_minmode "0" in your config console.

sAven, empty your custom folder, install the newest version of the HUD, then follow FAQ #15 (note HUD crosshairs are in a separate file now). Modify "installer crosshair" if you used the installer and enabled a HUD crosshair.

No, I can't do that. You'll have to learn how to take the information you need from GitHub commits. What you are referring to was fixed in the commit called 4.02.
deetrIs there a guide somewhere of how to update my hud for the last few updates so it shows scores at the end of the round properly and doesn't crash in mm games. tf2basehud github isn't updated

I don't know if anyone else has noticed this but when the winpanel shows up at the same time as the freezepanel, the freezepanel gets moved up around 50 units. In my HUD the freezepanel's ypos is c40 and it collides with my HUD crosshair when the winpanel is displayed simultaneously.
Looking at the default HUD, it becomes understandable why Valve implemented this (normally the freezepanel is around 50 units lower and it would overlap with the winpanel): http://puu.sh/oAwP7/6d4c8e017b.jpg
My question: Is there a way to prevent the freezepanel from moving up when the winpanel is displayed at the same time?
There's no animation related to this. I've tried all positional changes you can think of, to no avail. Also, I've tried various ways of pinning elements to each other and it didn't change anything. Maybe somebody knows something or we can find a solution together.
Open mainmenuoverride.res and set wide to 0 in the "StreamListPanel" section. That's what I did in the alternative file that gets installed when you uncheck the "Live Streams" option.
