Do you use ethernet cables?
If not, that could be a reason for your lag spikes. A low download speed may also result in high ping, I'd give you more insight but I'm not really knowledgeable on the topic.
Also have a look at this: http://www.teamfortress.tv/44322/shared-home-internet-without-lag-and-ping-spikes Might help if all else fails

Hey guys, I'm selling the following mice if any of you are interested-all prices are in USD:
1. Zowie ec2a- In good condition, barely used- $55
2. Microsoft WMO with hyperglides- $30 In good condition considering the age, but it does have a few minor marks.--Note if you do buy this be sure to upgrade your USB's polling rate to 500 or 100hz otherwise it's pretty garbo
3. Zowie fk1 with hyperglides- $60
4. Logitech g300- $15-I've only ever used this mouse once and found it hurt my hand more than a 5 hour wank would.
5. Logitech g302- $20 -The feet are pretty cooked at the moment but I've got new feet for it coming soon, in which case I'll chuck them on for an extra 5 if that's aight
I'm happy if any of u cunts would like to negotiate prices, pictures or anything else, just toss me a PM on tftv or add me on steam and it should be right.

If so you seem pretty new, I'd suggest looking at some fps configs such as: http://www.teamfortress.tv/42867/mastercomfig-fps-customization-config
The default settings are pretty miserable, so it's probably why you're having issues.
