Because the monitor refreshes if and only if (unless you are below 30 fps, I believe) the GPU has rendered the next frame. Therefore every monitor refresh is exactly 1 frame, so there is no tearing.

But you're right, this is targeted more towards low/mid end systems than high end. If your fps is double your refresh rate or higher, you don't really need it. However, not everybody can afford such a system.

PlatypusI wouldn't really overclock on this budget, with non-overclocking parts, you can step up to a 770, which will tear apart all games at 1080p (while the 760 will struggle with a few). Overclocking on haswell is meh in general, so I would go with not overclocking and a better GPU, which will perform much better in games. The tj08 is a nice case, i've used one, but it has a fatal flaw in that the front fan is 180mm, and only silverstone makes 180mm fans, so you end up having up to use the noisy stock fan, or pay something like 30 dollars for silverstone's better 180mm fan. It's also difficult to route some cables due to it's inverted motherboard design. That being said, if you really want to use the tj08, it still is a decent case.

yes the bhopping gets glitchy as your ping increases. 120 is probably about the upper end of acceptable but ymmv. it's not very serious though so even if you lag/glitch a lot you'll still have fun

Aside from the GPU which you said you wanted to wait on, the only thing I would probably want to upgrade would be the SSD. Either a bigger one or another of the same and RAID 0. But it isn't exactly necessary.
