id/byteframe is a bot that changes its profile every 2-5 minutes or so, and is (claiming to be) linked to Byteframe Tech. This place seems to be a computer science school / machine learning and data science company based in Andhra Pradesh, India.

As for the connection to the Indian company, I'm not entirely certain on the legitimacy of that. The Twitter account linked to the Steam user seems to be following almost exclusively American people and accounts with a focus on New York politicians and newspapers, VR tech / games, indie game / company startups and US based comedians. These interests seem to align with the type of stuff that ends up on their Steam profile.
What English actually written by the user I could find seems too fluent to be written by someone who went to school and works in India, but I could be wrong.
id/byteframe is probably a 20 something american with an interest in VR games and a compsci degree, and made a bot to automate the changing of their steam profile
