if you're on wifi try reinstalling your network adapter and try disabling bluetooth if you have it, if that didn't work you might have to do the windows 10 recovery thing like I had to.

Try to use dx9 in your launch options (-dxlevel 90) If you have an amd card I think an update a little while ago broke dx 8 for whatever reason.
