are you on wifi? if so try updating your network drivers or switch to wired connection
are you using any security applications or vpn? if so uninstall them and restart
try powercycling your modem by unplugging it from the power source for 60 seconds
for your second issue – background applications may be the culprit, get rid of them with these steps and restart
try turning off any game overlays – discord, razer, mumble
try using another video mode – use borderless window (-sw -noborder in launch options) if you're using fullscreen (-full) and vice versa
ya im selling some stuff too please let me you know if you're interested
get brave on your phone -- it's got built in adblock
out of curiosity I did look for a CRT on CL in my area and I pretty much came to the same conclusion as screwb. I think you'd actually have better luck contacting IT folks working at companies in your area to see if they got any old stuff in storage but that's going to take a great deal of effort. garage sales might also be an option – the bigger and heavier it is the more likely it's chilling in someone's basement. I also suggest checking out ebay for local listings so you can pick up.
my post is implying that you'd be using the script in #3 instead of yours
to add to #3 you'd prob want a bind to reset the speed to 1x. something like:
bind mouse3 "demo_timescale 1"
edit: forgot the parenthesis
If you look for a CRT look for the "trinitron" or "diamondtron" label – those typically run at high hertz. Be sure to ask for the model number and just look up the technical specs online.

excellent detective work
Only allowing it when the intention is to negate fall damage seems reasonable
When is a wallbug deemed "too high"? There is not a clear distinction and is going to be completely subjective. This is going to be something the community is going to have to 100% ban or 100% allow.
