RGL PSA: Casted Matches for Season 4

As has been announced in the last RGL blog post, RGL's rules regarding casted matches (specifically 1010.1.1/2/3) now apply to TFTV, Fireside Casts, Essentials.TF, CappingTV, KritzKast, and eXtv.
These rules apply to all gamemodes, of all divisions.
If you are informed that your match will be casted it is expected that you maintain open communication with any org representative, especially regarding any unexpected lateness, and server info.
Any infractions throughout the season will be noted and reported to division admins.
You can read the original announcement here, and should contact admins should you have any questions.

Where the options seem to be whether or not to *test* the plugin, so the test is yeah just throw it on for a season?
Regardless of your actual opinion of the changes, that seems really odd to me, although i may have just missed something.
So going by this graph, how was the medic attach speed removal approved?
I didn't say it was, I'm pointing out the problem with the graph
