I had the same issue with OBS. I had to disable aero on startup for it to work properly.

I stream the scrims in which I play roaming soldier on an esea open team. We scrim sun-thursday 9-12 so I'd be streaming fairly consistently. Also if I'm ever in a pug/lobby/other game with my friends I'll stream those as well.

I had the same issue and it was my connection that caused it. My wireless is very very very bad. I still had good download and upload speed, but every so often I'd jump around and stutter.
