Spy should be on A, it can be much more effective than a sniper if you don't abuse it and the enemy doesn't expect it, like when you're holding last and the enemy team is on 2nd it's much easier to go spy and get behind them than to be a sniper and try to get a hero shot without getting spammed. It's all situational.
