also usb 3.0 data transfer is 5gbit/sec and sata is 6 gbit/sec so it is slower, might be throttled even more depending on the way hes connecting the harddrive; whether it be sata to usb or an external mount
the crosshair thing is just a thing that tf2 does. if you ever watch old fragvids recorded in 720p the crosshairs are huge. you can play around with cl_crosshair_scale and make it smaller. adjusting it by multiples of 4 is best for clarity
the brightness settings are monitor gamma, try adjusting your monitor resolution in windows to 720p and see if it considers that native
