I think a pop up notification may create a lot of pressure on whoever is working the camera to not miss the shot, since everyone will immediately know if it was missed. And if the airshot or whatever was missed (by the cameraman, the shot itself landed), it'd probably make the audience feel frustrated or like they're missing out because the didn't see the shot.
I think a knowledgeable person working the camera and a bit better spectator UI to work with would be better.

Impossible to quantify, entirely subjective to whatever context the intelligence is being observed in, assuming that, definitionally, smart = intelligent for this this conversation.
I think if we ever did agree on a definition of smart it would be defined as some gauge of how efficiently the physical mechanisms of one's brain operates. But by the time we become advanced enough to precisely measure that I think we'd be to the point where we wouldn't categorize 'smartness' as only pertaining to humans or human biology. I dunno, I don't think I'm very smart.

What I've heard from truktruk's stream is that the server is very laggy, so he doesn't play on it. It'd be nice to have a pub for streamers to fill that's associated with tf.tv. I think fog owns the server, but I'm not sure.

As for the topic, while I'm no good scout by any means, I find that confidence goes a long way in you hitting your shots. I guess practice is the biggest factor in establishing that confidence, but unless you try to adapt that mindset, you won't achieve it as easily. Always remember that it's just a game.
Scout v scout on a 120hz compared to a 60hz monitor is a night and day difference. When I switched to 120hz i immediately noticed a difference. It's not as important for other classes, but it's still very helpful.
Who would manage the funds for the team specific option? What if the combined amount across all the teams is enough to send one or two teams, but no one team has enough by itself? If fund were to transfer from one team to another in order to allow at least one team to go, then the people who donated could have their money go to teams they didn't choose. I can imagine there are some people who would rather not donate at all then to have their money go to a team they really don't like.
I think the community specific option would work better for maximizing the efficiency of the money. Suppose instead of having 18k unevenly spread out among 4 or so teams which results in only one team having enough on their own, we could use that 18k to send 2 teams decided either by esea results or maybe a community vote.
