I think a good change would to just have the damage scale up from 50% to 100% over 2 seconds from the point you start charging a sticky in your gun, the stick would continue to scale during the .7 second arm time.
That way the first few sticks a demo shoots at mid would be near full strength (rewarding faster rollouts) and krit sticky sniping would still do basically full damage, while preventing a demo from being able to left click right click a choke for 8 full dmg stickies
