This makes sense to me. Nintendo probably has market data suggesting that a lot of people didn't buy a 3ds because they disliked the 3d effect and felt that they were wasting their money on a piece of tech that they didn't utilize to the fullest capacity. The 2ds gives nintendo an opportunity to tap into this market kinda like how movie theaters would have days where they'd show 3d movies in 2d.

The lower price and ostensibly sturdier build design makes it a more appealing choice to parents who want to get it for their kid. Also the library of good 3ds games has been growing, and the 2ds may be the tipping point for people on the fence about getting a 3ds.
