0.79347141318 is "correct" as such for any resolution for tf2 sniper, as long as fov_desired is 90. "correct" means that any mouse movement while scoped in moves the same screen distance (NOT angle) as the same movement when unscoped.
just use whatever you're used to tho, "correct" isnt really any more intuitive than anything else
edit: 20 fov (tf2 zoom fov) in formula instead of 40 gives 0.793... instead of 0.819...
basically valve should edit the formula for zoom sens so that a value of 1 gives "correct" sens for all zoom fov levels instead of slightly different weird values for each level but w/e that's never going to happen

it's already been said, but nipples really do suck in ulti tbh, I would suggest doing something else for the mid. rationale being that ulti traditionally is about attrition and controlling the pace of the fight based on health, with the nipple you can basically only be not fighting or taking a very fast fight by jumping them, as you can't effectively trade spam when the other guy is on the nipple.
idk what to suggest instead but just take that into consideration. also, don't make it too jump-heavy like baloo, middies are cool but imo ulti is more fun when it rewards hitting good rockets at all ranges instead of pure airshot ability. and in general be mindful of medibeam range especially with regards to high platforms or safer areas
that said the map looks great aesthetically which is a start and helps make the map more fun imo, snowy forest thing is super cool. I really hope you can get it to work
mice: go for a zowie unless you have a reason not to. if you have a reason not to (say you want pretty lights or something): mionix castor or razer deathadder 2013/chroma for generalist shape, steelseries rival for large hands and palm grip, logitech g100s for low budget. logitech g303 has great clicks and an impressive sensor but the shape is so polarising that I really would not recommend it to anyone unless they have tried it out irl or they are unsatisfied with everything else.
mousepads: any cheap large cloth gaming pad is good (corsair mm200, steelseries qck, pcgamingrace pads, xtrac ripper, goliathus speed are some examples). usually if there is a thicker option it is worth buying (more consistent on different desks and much longer lifetime). in my experience it is better to buy three consecutive cheaper mousepads than to use one fancy one well beyond the glide wears out, but the zowie g-sr is said to be great.
keyboards: comfort is paramount as long as it works consistently. kbc poker 2 and cm storm quickfire rapid are well recommended mechs, but if you're comfortable using a decent membrane keyboard then it shouldn't hinder you.
headphones: avoid bose and beats generally as they each have some good but many bad and overpriced products. beyerdynamic dt770s are great for gaming and for listening at an entry-level audiophile price point. sennheiser are a go-to brand for music but many of their cans lack a big soundstage for gaming (still sufficient tho).
mic: blue snowball or modmic for quality, zalman clip on for budget. pretty much no reason to get anything else for gaming.
g100s has a better sensor and implementation and is lighter once you remove the weight, would recommend that unless the kinzu shape looks more comfortable to you
the best mge strat for soldier now is literally to switch weapons between every shot, you get way more dps out. it's way more broken than most people realise
same for me, I was dropping to 40 fps when I normally get 100 at the lowest, will try that steam client beta thing
the negative accel thing is only if you have raw input off. dpi or cpi is only a measure of how many pixels your mouse moves in windows for an irl movement of one inch.
if your mouse has a specific native dpi step, stick with that. if it performs similarly at all steps (pmw3310 for example) anything within the lower half of the available dpi steps should be absolutely fine (most popular mice have some very iffy steps added at the upper end for marketing purposes).
no mouse will perform exactly the same at every step though. mouse movement goes through a bunch of things before being translated to aiming ingame so there is usually a discrepancy in feeling between two theoretically identical sens/dpi combinations. use whatever feels more consistent and predictable to you :)

they INCREASED the recoil reset time on rifles to "improve the viability of tapping" (paraphrasing), do they think one-tapping literally means only shooting one bullet before disengaging HAHAHA
decreased moving accuracy on the glock, the core mechanic of which is moving while shooting, and which was already useless enough
the r8 is easily as good as an ak/awp considering running accuracy and insane penetration, just buy an smg as a secondary for those 90something tags
edit: oh and also my game is stuttering everywhere even tho I have normal fps, feels like 60 hz we ven tho my monitor is on 144
