if you want to use the same sens between a bunch of different things like cs/tf2/ow/whatever - as a rule of thumb outside of ~25-40 cm/360 (10-17") you start restricting your versatility. scouts usually use lowish and soldier highish, but even then, iirc stark has used everything between 5-20"/360 while consistently being the best scout AND roamer in eu

so basically you are fine but there's no rule against changing it if you feel like it

dirty bomb isnt a "low dm" game and afaik taimou was the best sniper in eu in that game, so it makes sense that his aim is good

idk dude it seems pretty normal to me. i dont play bf but ive played dirty bomb a couple of times and there are comparable scenarios. lower-sens oriented game but sometimes you need to transfer quickly between targets

his said in a comment on one of his videos that he uses 24 cm/360. according to his battlefield settings hes uses 0.0362 ingame, which would be 24 cm/360 at 400 dpi. 400 dpi seems right from watching that aim booster video. maybe he changed his sens for cs, but in most of those videos i'm PRETTY sure he was using 24cm for bf4, especially considering he says on his twitch page thst his sens is "too damn high".

it's possible to aim like that at 24 cm/8.5 in per 360. definitely forced and unnecessary, but definitely possible.

99% sure your computer is overheating - fits with the getting worse over time, and prerendered frames wouldn't make sense because most of the time that setting doesn't even affect latency (and it doesn't kick in gradually).

1 - if your computer is 1+ years old and you've never opened it up and cleaned out the dust - do it. it doesn't take that long and it can make a world of difference.
2 - it seems like you've got this down but make sure you don't have any battery-saving features enabled (sometimes these are hard to find), and check that there aren't any resource-hogging processes running while you play. also try running fullscreen if you don't already.
3 - capping your framerate will probably stop the overheating issue, but obviously you don't want to cap it too low, so it's a bit of a compromise
4 - a laptop cooling pad should help, but costs money

that's about all you can effectively do, other than upgrading your computer

there's nothing glaringly wrong with your config, I'd definitely assume it were dodgy hardware/overheating if other games had the same problem. have you tried reinstalling tf2? also try checking your core temps, a lot of laptops throttle performance really hard when they overheat, introducing a ton of i/o latency. maybe try putting it on high performance mode instead of balanced/powersaving?
