Essentially you will need to make 2 .vtf files containing the cross, one the green color for the buff, and another red for low health. It can seem a bit complicated, but feel free to add me on Steam and I can help. Quick note though, you will need a copy of Photoshop and the VTF plugin.

Actually, it's "Crosshair01" but yeah it should work.
If it seems like adjusting the xpos/ypos by one value moves it to far up/down or left/right, adjust the wide and tall values. If it is too far to the left, increase the wide value. If it is too far to the right, decrease the wide value. If it is too far up, increase the tall value, and if it is too far down, decrease the tall value.

Didn't even watch the demo, but if one of them was rice -AA-, I can attest to this. Just finished playing against him and it was pretty clear he was hacking.

Change the xpos to something like "99999"
Copy over the Scoreboard.res file. The only thing that might need changing are fgcolors and fonts if they aren't defined in your clientscheme.

To redd: Yeah, you can't animate an in-game crosshair.
To xenex: The animation lines should look something like this:
