If you've made sure to define controls positions based off the center of the screen (i.e. "c-36", "c14", etc.) most, if not all of your controls will be positioned correctly on your HUD no matter which aspect ratio is being used. However, if there are a few controls that need adjusting, common 4:3 resolutions are 800x600, and 1024x768. 5x4 is 1280x1024. 16x9 are 1280x720, 1366x768, 1600x900, 1920x1080. 16x10 are 1280x800, 1440x900, and 1680x1050.

Recent Nvidia drivers caused this for me. If you have an Nvidia card, just rollback your driver.

So the health animations aren't working at all, not just for the tournament panels?
It seems to me that it should be working. What HUD are you using?
Can you go into your SpectatorTournamentGUIHealth.res and tell me the fieldName for the Health Value entry? As far as I can tell you've done it correctly, it might just be a fieldName issue.
Not sure if you changed the value, but the fgcolor in your pastebin was 255 255 255 255. Thats white.
Get rid of all the "Meter_" things and "fgcolor" and "bgcolor" as well. the only two entries you should have pertaining to the meter's color is "fgcolor_override" and "bgcolor_override".
Here's an entry from my HUD. All you need to do is change the "fgcolor_override" and "bgcolor_override" values to your desired color.
