Did you really think that running TF2 through WINE on Linux in a VM was a serious suggestion to improve performance?
The point was that VMs that do translate to Metal use Metal.

Seriously though MacOS doesn't have GPU passthough either so even VMs won't be that good and you're simply better off dual booting a different OS. Shouldn't take up that much space anyway.

It's a good build either way, the SSD and GPU would've been minor optimizations but nothing game-changing.

Aftermarket coolers are coming in August afaik.
RTX is like Gameworks for raytracing, mostly software and a handful of hardware instructions. Performance impact on GTX is like 1.5x the impact on RTX, so it's not all that much. It'll probably end up like Hairworks again, where the default, highest settings murder any GPU anyway and the reasonable, playable settings run reasonably well on AMD too.
Which roadmaps? A refresh probably wouldn't be listed as architecture.
There's a lot of options. Zen3 is probably simply not be very different (Zen+ was literally identical except for the L2 fix so it couldn't be called Zen2), otherwise AMD wouldn't be able to release it just a year later. It is listed as "optimization" just like Zen+ for a reason. And just because Zen3 exists doesn't mean the whole Desktop lineup will get Zen3. E.g. no 2200, no 2400, 2300X and 2500X OEM only, no 2800X and Ryzen 3000 APUs are still Zen+. It's entirely possible for example that they'll do a die with more cores to bump up the per socket core count, but can't use that for the 6/8 core SKUs because it would mean disabling half the cores. Or that year desktop gets the short end of the stick and APUs get the new architecture first. EPYC only got 2 SKUs with the obligatory clock bump last year so after the big Zen2 update this year they might sit out next year again.
Let's just wait and see.

Well thanks to AMD not locking the cheaper chipsets down to 2666 MHz like Intel and people being aware that Zen needs a bit more than that to get decent latency it's not nearly as bad as with the Zen1 launch.
Would be great to see a comparision with 2667, 3200, 3733 and possibly higher though.
Maybe we'll get an N7+ (7nm + EUV) refresh similar to Zen+ (14->12nm which is just 14+) next year, that could be interesting.
Check HDD and RAM first. If the HDD keeps corrupting data but the RAM is fine it would explain why it struggles only during boot.
Next reinstall windows. At this point it's probably not in great shape anyway.
GPU is not that likely, but do you use the onboard GPU or a different GPU if you can, just to be sure.
PSU is extremely unlikely. Without a lot of load on the GPU there's no way to overload it and it can't cause any soft reboots. The PSU can only cause a shutdown by cutting the power and even if the mobo was detecting problems with the voltage and causing the shutdown no sane protection mechanism would reboot immediately after detecting a PSU failure. The only way it could be the PSU is if it's actually a hard shutdown and the mobo is set to reboot after a power loss. Check the BIOS if there's an option set for that.
Same with the power button, that should be a hard shutdown as well.
The parts are fairly old so it could very well be the mobo or even the CPU, but check the rest first because that is easier. If you can rule out HDD, RAM, GPU and windows then you can deal with the hassle of either diagnosing a mobo/CPU failure without swapping or finding a replacement mobo/CPU 10 years after they've reached EOL.
Overheating seems unlikely since that would be more common during load, not during boot, but you should be reapplying thermal paste every couple years anyway, so do that if you've got some lying around.

Moist's are completely different and the fps are higher than yours.
It's beyond me how you could've looked at this, read maybe 10% of the posts, and then concluded that your 8350K is way faster.
Vcore is just your opinion. Any oc lowers efficiency. The highest efficiency is at 0.8 to 0.9V iirc.
