I used DE because pcp NL sucks even more.
I'd use tweakers.net for the final partlist.

Strobing doesn't cost much so that's not a problem.

That build is only good if you overclock though, otherwise a lot of money is wasted on enabling you to overclock.

HDD could be added with the final, slightly lower prices, capacity depends on how much you need.
1060 6GB might also be doable, not much of a difference though but if it's within budget you could do it.
PSU, RAM, mobo, PSU, potentially cooler can all be swapped for equivalent parts, depending on what's cheapest wherever you want to buy it.
Case is mostly preference so pick whatever you like.

120/144 are the same panels so I'm just writing 120 Hz because 144 is bullshit for various reasons but let's not go into that.
Do you want anything special like G-Sync/FreeSync, Lightboost/ULMB/Strobing or anything else? And if you don't know what those are google it, you should know what your options are.

Resolution I'm assuming 1080p, but how many fps on what settings are you going for for in Overwatch, PUBG, Fallout 4 and other games? This is about the CPU/GPU balance, where the spend how much money.

Yes, well get to that later.
Only the CPU and not so much die but at some point the overclock will become unstable again and you'll have to either lower the clockrate or increase the voltage (further speeding up the degradation). Then again CPUs are expected to last over 10 years on stock voltage so even if you halve that (and then you still have the option of running at a lower clockrate) you'll be looking for an excuse to upgrade way before the CPU becomes a problem.

Yes, quiet is nice.
That pretty much confirms you'd be fine with 4 cores.

The problem isn't getting the games to run; they can run (almost?) all games like this. The issue is latency, and although Shadow has claimed to have solved it, it's very obvious they haven't, because it's unsolvable. No matter what anyone ever tries to do, you will never get a frame encoded, sent over the internet, then decoded in the same amount of time it takes a normal desktop to get the same frame rendered and sent to your monitor.

It's actually possible. If you get reasonably low latency (quantum entanglement anyone?) you just need to render, encode and decode the frame faster so the whole ordeal takes less time than on a "normal Desktop". Perfectly doable if the normal Desktop would struggle (e.g. 30 fps) and you've got better hardware on the server. Of course for a LAN center, which is always in a fixed position unlike subscription users of a more general service it makes no sense to move the servers off site and add latency and drive up the internet cost. And the hardware would need to actually be better. If they're not running multiple instances per box they could get a much better CPU and GPU (e.g. 1080 Ti) for less than what they're paying for the 2620 v4 and P5000, if they are running let's say 4 per server then even shit tier hardware that they need anyway just as a client to decode the frames (e.g. Pentium + 1050) would actually get everyone more ressources at a far lower price.

So it's a perfectly valid concept and would improve the experience if you're coming from cheap hardware and not so great fps and want to server multiple customers in different locations at different times. A Lan typically offers good hardware and lots of fps and all customers will be at the same place at the same time, so this is about as useful as a snow suit in the Sahara. They'll probably try Lan via Blockchain next.

With 66 rates (technically server tickrate is 66.66 or 15ms) that's ratio 2.2. So basically 2 packets and 10%/3ms buffer for jitter.

griffcl_cmdrate and updaterate?

Doesn't matter if he uses ratio like he should.

I'm going to tell you a few secrets:
1. Use cl_interp_ratio and set cl_interp 0. Ratio is easier to understand.
2. Ping doesn't matter.
3. If your shots don't hit because your connection is garbage you need to increase the interp until they hit or if they never do you need a better connection.
4. If your shots are hitting with the standard settings everyone has recommended since the dawn of time you don't need to change anything (see 2).

SetsulBelow 100$ the main thing is getting good airflow and a real heatsink because at the end of the day getting the heat away from the MOSFETs is way more important than some minor differences between all those 4 phase designs.

It's a good budget mobo but there's only so much you can do on a budget.

Still, that's it. It's 70-80$ mobo with a 2$ heatsink.
Even the DS3H comes with a heatsink and the Gaming K4 with 3x2 + 3 phases and pretty much the same MOSFETs doesn't really seem worse than the Mortar either. They are all equally unimpressive. Slap a 2$ heatsink on any of the other 4 phase boards and you get the same.

Yes, Samsung B Dies are most likely to actually work at the advertised speed. I'd aim for 3200 MHz CL16.

X470 gets you:
-4 more USB 3.0 Gen1 Ports, which you probably don't care about.
-2 more SATA 3 Ports or 1 SATA Express Port, which you won't use unless you've got at least 3 SSDs.
-2 more PCIe 2.0 lanes which you definitely don't care about
-SLI support, which you shouldn't care about.

So B450 is fine. Just get a mobo with 4 RAM slots, 2 indicates that corners have been cut.

That's a bog standard 4+2 design, what makes it better than literally any other mobo? Sure, in exchange for having worse MOSFETs the use double on the high side, but that doesn't really improve anything.
I wouldn't be worried about not getting enough power and start worrying about getting garbage regulation quality because "budget" and "high quality chokes and capacitors" do not go well together.

Below 100$ the main thing is getting good airflow and a real because at the end of the day getting the heat away from the MOSFETs is way more important than some minor differences between all those 4 phase designs.

It's a good budget mobo but there's only so much you can do on a budget.

Watts are not a unit of current.
Also this is about temperature. Melting plastic isn't that hard. You just can't have any airflow, then you create a localized hotspot and let the shitty useless plastic heatspreader slowly melt away for weeks until it finally fucks something up.

Also your spelling failed "castistophicly". It's actually so uniquely fucked up that it's the only result on google. In other words you fucked it up harder than anyone ever has before.
