So the end result is if you had just done the reset properly the first time and then booted without any hard drives you could've been done 4 days ago.
Either your drive is fucked or your cable is fucked or you're plugging in the cables wrong either not making proper contact or fucking them up completely in the process.
EDIT: He added me and apparently it works now. Following instructions and plugging in hard drives properly can be difficult sometimes.
Ok, assuming you unplugged the power before removing the battery you've done a proper reset now.
Ideally you should've tested the RAM after the reset but before the reset any combination of slot and stick you tried still gave you the same A2 error, right?
Again, ideally you'd want to do this after the reset and with no hard drives connected, but let's assume you did it correctly if you're not willing to do it again.
The options left are:
1. CPU is fucked and the mobo isn't giving you the right error code for some reason.
2. All RAM sticks and/or all slots are dead and the mobo isn't giving you the right error code.
Both of these do seem unlikely because the error codes seemed to work for everything else. Of course this might change after the reset, which is why you should've done that first (that's why ASRock tells you to do exactly that in the error code FAQ).
Anyway last option:
3. Your mobo is fucked.
If you've got access to another mobo with DDR4 you can check the RAM. If you can somehow get access to another Z370 mobo you could even test CPU.
My money is on the mobo though.

Tech support in written form is always challenging because most of those problems only exist because people failed to read written instructions so trying to solve them by writing instructions for them might not have the best success rate.
At this point I always seem annoyed even if I'm not because it leads to more people following the instructions to the letter, which leads to less annyoance for me.

Even if it did it would have to be connected correctly. You're worried about not even having seated the RAM and CPU correctly, so why would you be sure about this?

ok let me explain my logic like this
no cpu plug =errr 00 which would be the code if i didnt install the cpu correctly, right? but if i did install it correctly, i would not get 00 code. with it plugged in, i dont get 00 so that means the cpu is being detected
same with ram. if my ram sticks were in physically and i got the 53 code, it would mean my ram is fucked because its physically in but not being picked up. in this case, having them physically in is making the first code, A2, so that means that theres a difference between having them in or not, meaning that the motherboard is picking up the RAM
but then again this is my first build and the only logic im going by is common sense and ur obviously Setsul, the computer guy

Just do a proper CMOS reset by removing the battery.
It literally says in case of error A2 clear the CMOS. Instead you're doing a shit ton of completely unrelated stuff.
Manuals don't work if you don't follow the instructions.
The point of error codes is not to produce as many different ones as you can.

You're getting a "RAM missing" error with no RAM and it doesn't boot.
The same would happen if you didn't even buy RAM.
In what universe does this mean the RAM is ok?
funhaver1998i havent tried furthest slot but any ram in a module produces A2 error and with no ram is 53, so that means the RAM is not the issue and previous test of unplugging the CPU plug means cpu is not, so i guess its this battery thing thag says kts on it (bios?)?

funhaver1998error code with the hard drive, which btw is a hard drive ssd hybrid thing, is A2 and without is A2 meaning that its not being picked up which could mean no power is going to the hard drive (i cant tell if its spinning or not)

So after a CMOS reset with not hard drive plugged in, neither power nor SATA, you are still getting the A2 error?
That means it's not related to the hard drive because it's not plugged in. You should be able to enter the BIOS/UEFI with no hard drive installed.
Did you plug in the monitor properly?
Without power it won't check for a CPU because it can't boot regardless.
Do you really think it would check for HDDs if it didn't find a CPU?
Which CPU?
Which mobo?
Which GPU?
If the CPU does have an iGPU remove the dGPU as well.
Remove all USB devices except the keyboard and maybe the mouse.
What error code did you get without any SSDs/HDDs?
funhaver1998i unplugged my cpu from the psu to see if it was that but that gives me a different code '00' and then plug it back in and its 'A2'. so i guess im alright with that bit

For real though 300mg is around where you'd expect "moderate symptoms" of its dose dependent toxicity which include
-isolated and spontaneously resolving agitation
-confusion
-hallucinations
-ECG disturbances
Of course bioavailability plays into it but it's still not a good idea to do it without consulting a physician.
Also if you have mental or heart problems already then holy shit don't do it before asking an actual physician.
That's for a single dose.
Now frankly I have no idea whether or not your body will get rid of it within a day so considering you'd be ingesting 300mg for ~40-50 days you might be able to work your way up to ~1000mg where you should experience "severe symptoms" including
-delirium
-psychosis
-seizures
-coma
So even though you might not die immediately this might get more than just a bit unpleasant.
You'll also start building up a tolerance and if you actually need 300mg now then that'll quickly become less effective and eventually useless, which might cause you to take higher doses and makes an overdose even more likely.
I know Americans love their nonprescription sleep aids but if you think you'll need it every single night then you're way past self-medication and a drug that can cause minor psychological dependence will not improve the situation.
I'm in no way qualified for this but neither are you so ask someone who actually knows this shit before you fuck yourself up.
If you're on DDR2 then single channel RAM might not be your problem.
Dual channel RAM doesn't help when both your CPU and your GPU suck.

Did it boot outside of the case? If you didn't try that why not? Always do that to check for DOA parts.

EDIT: Just in case you were still having a good day: The timing and the GPU fans turning off first suggest that your GPU is failing the self test.
