Same deal as 4Hud - I grabbed it from four's github account and compiled it. This one I had to make a few changes to in order to get it to run, but other than that, I haven't tested it at all. Please don't ask me to fix it, that's above my pay grade.

Make sure to delete the Xbox app/disable game DVR if you haven't already.
Be careful when doing things like this. Lots of college campuses force you to use their DNS (by blocking all other DNS traffic) in order to enforce website blacklists and you can end up breaking your connection by doing this. If it seems like this application is broken for you, this is probably why.
If you try an alternative DNS server and it turns out your campus/ISP uses this kind of blocking, follow the steps up to step 5 and click "Obtain DNS server address automatically" to go back to using theirs.
I think trux is talking about the beep (or ting as it's named in the game files) that is playing along with the click. The beep is the hitsound that halo PC uses normally, I think the click in this case is a mod.
I did find the ting in the halo game files, but it's way higher pitched than it is in the video. I got it in the ballpark by messing with it in audacity. I was going to upload these to hit.tf, but it seems to be broken at the moment. For now, I've uploaded them to puush:

Clients and servers have their own separate convar values. Convar values as reported by the client do not necessarily match the server's unless the convar is marked as replicated (ex. sv_cheats, mp_timelimit). In this case, your client is reporting its own copy, which is set to the default value. This particular convar does not need to be replicated since weapon spreads are calculated server-side, presumably to make nospread more difficult to implement.
e: Oh wait, I didn't read the screenshot closely enough. That one is marked as replicated. Beats me, then.
The SSL certificate for the eu pugchamp mumble server has expired. Nothing you can do except wait for them to fix it. I've messaged erynn.
e: After further inspection, I'm not sure that this is what is causing your problem, given that the certificate has been expired since August. I would try what pont said, generating a new certificate. You can do that by opening Mumble and clicking Configure -> Certificate wizard. Note that you will have to re-authenticate on any servers you have previously registered on.

If anyone can find the map, the plugins would be trivial to implement. I googled the name of the rar and all I found was a cheat that was apparently described by a markov chain that pulled some text from this post.
