It toggles off when you click and hold mouse 1, but why would you be bothered doing it in a middle of a fight?
Golden Cap used to have a time limit (10 mins maybe, not sure). If neither team capped last, the one who has mid wins. I think adding a time limit back would just cause more park-the-bus on 2nd or even mid.
Also I don't think giving a win to the team with more points is a good idea.

the301stspartanYou have to "aim" at the spot you want your dude to go so you don't get hit by skillshots and you have to aim your skillshots to account for the other dudes going away
You don't need any additional aim training to succeed at it.
