Modding No-Hats mod to only disable some hats

I know of the regular No-Hats mod that disables all hats or all hats but the miscs but my friend wants to disable every hat but the lo-fi longwave that he has, im guessing there is a way to do it because woolen said once that he has a modded version of the no hat mod that only disables the le party phantom
