I really dont think there's any benefit to allowing TF2 to use multiple cores. Search your Chris' config for the command "mat_queue_mode" and change its value to 0 to disable multi-core. Like I said, I've never heard a single negative thing about using that, and the benefit is your POV demos will never crash again while skipping ticks. I wonder if this will help at all.
Have you been able to watch your CPU load while it happens? If not I recommend opening task manager. Making sure task manager is "always on top". Resize it so all that you see is your CPU load. Open TF2. Play. Watch. Hopefully it helps you figure out the problem faster.

It should be.. Did you install SourceMod, Metamod, and SDK hooks as well? They are needed to run SoapDM.
You don't really need to manually turn Soap DM on or off, it's smart enough to know when it should or shouldn't be turned on. Why do you need to manually control it?

Starting with the basics:
Ask your TF2 server provider if your server is Windows or Linux based. If you're more tech savvy than most you can figure this out on your own by going to the root of your TF2 server via FTP. Look for an ".exe" file. If you have an .exe file then your TF2 server is Windows based. If not, then it is most likely Linux.
