why does my pc run everything like ass

Your hardware is almost all better than mine and I don't have any problem running 99% of games. I'd run a full system virus scan, run malwarebytes or similar, defrag your harddrive, check your hardware temperatures (HWMonitor is a good tool), check for background programs hogging memory, update drivers, clean out your temp folders
edit: if your hdd was actually running at 5400Hz it would shake itself to pieces. But it's ok, we all figured out what you meant.

Arbitrarily stops buffering all the time, a refresh usually fixes it for a few minutes at least but it's still a pain in the ass. Quality doesn't seem to make a difference. I'm on Shaw, who are a terrible company, but my internet has been fairly reliable lately so I seriously doubt that's the issue.
