I'd imagine it's a hassle to recode cheat detection onto linux, while porting cheats are a bit easier. Though I wonder how well VAC works on linux as well.
edit: also don't get why you'd ask killing to code, considering he's just a league admin.

I think we all like a well designed KOTH map, but it's unfortunately really hard to make a balanced and fun map. See ashville and stock viaduct.
I don't get how catering to Valve would be an unpopular opinion considering how slowly valve catered to competitive play (How many months with random crits? How many years until fixed weapon and damage spread?).
There was a decent amount of talk when TF2 was just starting, but it took so long just to get a lot of these changes in. To me it's really late to force the competitive meta to change.
Are you on linux or windows?
You'd first learn the basics making console programs, and then you'd move onto learning the API for the operating system (I'm assuming you want a GUI to set the alarms and stuff). Each OS has it's own way to let you make alarms, ie windows will let you set popups in the task bar, linux has a lot of things depending on the GUI desktop.
Streaming on a $500 budget computer isn't going to work to well. An i3 definitely won't cut it. Without an i5 or FX (re: 4 cores min, 3+ Ghz) it's not going to work. Not sure if a Phenom II x955 can actually do it either, though maybe the extra core makes that much of a difference difference (I'm on a phenom ii x3 OC'd to 3.5GHz, and I get spikes when I stream).

RS has minicrit knockback power, which is really powerful against jumpers if you don't want to risk a missed airshot. Main reason I see it should be banned, considering prenerf FaN was banned for a similar reason (hit 1 pellet get fucked jumper).

Most of what you wrote doesn't justify balance reasoning and is more of you wanting new weapons/features, which isn't the purpose of this thread.
It's hard to integrate that into a map (not sure I've seen entities that can accurately figure out the "mode", considering a disconnect and specs can cause problems). I know maps can execute cvars, but I'm not sure they can read them. If you can figure out a way to set a cvar to fix the map mode, then it's possible.

You'd have to redesign the entrance from mid lower to train, considering it serves the purpose of obstructing spam/visibility.
Pretty sure they won't let remote sites do this or I could make a webpage that automatically makes you follow a channel. I hope they don't add it unless they also add in openid (which they need to) because I would exploit the fuck out of it.
Openid at least requires a login/user verification. Would also making giving sub perks 100x easier.
