i managed to fix this by installing fullscreen plugin in runelite, its in the custom plugin hub.
ye ive also noticed this in fossil island but on there the gpu maxes out atleast
hey so ive noticed that my fps tanks in busy areas like GWD and other ppls houses etc.. taking a look at msi afterburner overlay i cannot see a problem with my gpu or cpu being maxed out. is there a bottleneck or is it just the game itself being badly optimized? the games max fps is 50 and for some reason i get 30ish

2 things you can try that usually help from my experience.
1. make sure you are not overheating. you can test this by cleaning your pc and running all fans at max speed (using msi afterburner). if this fixes your problem then its overheating issue.
2. check your bios for things that can affect your cpu clock frequency. usually its going to be somewhere under "advanced frequency settings" section, but this may vary depending on your motherboard manufacturer. check for things like power saving technologies (C-states) and things that dynamically increase your clock speeds (for intel its turbo boost idk about amd, just read descriptions in ur bios).
also looking at your userbenchmark results, you probably should enable xmp profile in ur bios since your ram score is pretty bad. also notice that your ssd is underperforming, do the fix that the site is recommending for you.
