from an outside perspective its really sad to see that people are considering abandoning the only tf2 league in the world that offers a LAN event, and for what? an ideological stance against the organization's founder?
it seems to me that killing is completely open to improvements to how the league is run - or are people going to ignore this and continue to complain about esea's past mistakes (bitcoin) and founder (who has effectively nothing to do with the tf2 scene from what i have gathered)?
if esea tf2 is lost, so is one of the most iconic, stimulating and exciting parts of our small community

look for 'xmp' in the bios and load the profile - this will give you the correct ram timings easily
it would also help to list your pc specs (screenshot speccy) to give us a better idea of what the problem could be

regarding the 4770k; you wont get any different fps with the i7 (hyperthreading) in tf2 - in fact i cant see hyperthreading benefiting you in any games currently
what it does it essentially add 4 'virtual' cores to the 4 physical cpu cores of the 4670k - but no games at the moment can utilize more than 4, rendering the virtual cores useless for gaming
4670k @ 4.3ghz here, never dips below 230 fps on dx81 config (crossfire 7870s - doubt dx9 would hurt my frames at all)
you definitely want to at least get a mild oc going for better frames in tf2
(i'd go higher but ambient temps are too high atm for it lol)
