pretty sure nod3d9ex still works, it's just a launch argument to force this option:

but of course it only does anything if you're running dx98, so since he's already included 81 it's completely irrelevant. it's just as stupid as people using things like -nomouseaccel and shit like that.
also can i just say
This config is used by most competitive people who want more FPS. I would recommend changing these settings :
mat_viewportscale 1 to mat_viewportscale 0.8
he's literally trying to tell you "lol lower ur resolution noob"
