I have two screenshots of my crosshair. And I cannot tell which one is central.

In this one the lines on the sniper rifle align on the X and Y of my cross-hair but the dot is off to the left.

In this one the lines are off, but the dot is perfectly aligned with my cross-hair.
Is there a definitive answer or is my resolution (640x480) insufficient to support this crosshair.
Id really appreciate opinions and or advice, Thanks in advance!

the lines are off, but it wont matter as long as you can handle it aesthetically. at lower resolutions some of the built in hud elements like the sniper sight-lines can get miss-aligned.

The dot is the definitive alignment tool, I believe, although I've never heard anything specifically about a resolution as low as yours.

for anyone curious about aligning their crosshair, if you open your class switch menu the place that your cursor starts at is dead center of your screen, so you can test it by seeing how close the center of your crosshair gets to the spot your cursor appears in

Or use VTF crosshairs from cfg.tf (or make your own pack) and everything is alligned automatically
