I can only manage like 90fps during midfights IF I'm on dx9 native.(i can get avg 136 @ midfights with dx8 native) I'd like to average like 120 at midfights with DX9 so I'm thinking good dx9 performance is a good gpu?
what should I upgrade my gpu to improve that? my budget is $100-200.

tf2 is alot more cpu-demanding than it is gpu-demanding. i'm not sure you'd get such a huge boost by upgrading only your gpu. if you're upgrading for just tf2, i would probably not bother. you won't get money's worth, i think.

Only 90 frames during midfights? What are you trying to play on a 120 hertz monitor? I'm comfortable on 60 locked on a 60 hertz monitor. But yea, if it's only for tf2, it's more CPU intensive as mentioned above

CPU is going to be the biggest limiting factor for you getting an i5 that can be overclocked rather than 1 of the power saving models will be extremely benificial. Especially if you OC to 4+ GHz. a GTX 650 is far more than enough for TF2.

A new GPU will make a big difference in your case I had a 650 and would only get around 60fps on medium settings, once I upgraded to a GTX 760 I was hitting 120+ fps on max settings, So if you have the money I would recommend a 970, it has the best performance for price compared to anything on the market right now.
EDIT: Also with a dual monitor setup your definitely gonna want a more powerful GPU to pump out all those pixels.
