i am glad that YOU (there are probably players who won't get more fps with it - but you already said "gives me") get more fps with it :)

thank you for uploading it :D reinstalled my os and have forgotten to save it ...

edit: oh btw. if you want to plya tf2 on dx9 you "should" use the following commands:
mat_bumpmap 1
mat_phong 1
mat_specular 1

also i recommend using mat_picmip 0 (or -1) for more fps - even though it's a better quali than 1 and 2 (worst) // just try it :P
