At least in EU, since the introduction of the FACEIT pug system has drastically reduced the number of pugs going on other than perhaps at very peak times like after scrims. As of writing it is Friday afternoon during what is a holiday and there are 7 people added to advanced, half of whom are probably afk anyway.
For all the bells and whistles that FACEIT has (rewards for winning games, quicker start times, competition in the leaderboard) these are, in my opinion, far outweighed by its drawbacks, namely no subs, a worse drafting system, using discord, not using logs.tf, making it difficult to pug consecutively at the few times that are busy as players in the finished pug must compete with those already queued for spots etc. And the most significant one of all is that while I personally am willing to tolerate a slightly more annoying pug system, I have many pugger friends that simply cannot be bothered with the irritating new system and thus no longer pug at all. This brings me back to the main problem which is that pugs are now almost always dead because the pool of active players (at least in EU) is so depleted.
So it is my suggestion that the EU pug scene goes back to pugchamp: for all its flaws, people liked it and people played in it, which is more than can be said for TF2PL most of the time.

Yes because pugchamp gave quality games full of non mute respectable people.
Pugs in general kinda bl0w. But thats alright. My take at least.

just make in-house pugs and only invite cool people that don’t ruin your pug experience

The amount of captains that are either: afk or completely incompetent at picking balanced teams (as in, not even knowing who the best players are, which i am guilty of in invite games) is quite ridiculous.
Not to mention that discord is utter garbage for competitive communication (random volumes every time i launch it, higher latency, causing lag for lower end PCs).
Also, not being able to see who adds to the pug after me (unless i stare at my faceit browser until it starts) is also really irritating.
The avatar system is stupid too, captains pick based on the persons' main class and if that person doesnt want to play their main then the draft could be fucked (first picking a scout main who doesnt want to play scout etc..).
Also pugs just arent fun, half of my games are decided in draft with multiple or no medic mains on one team, ultra virgin beam scouts on one team against offclassing scouts on the other. Pugs cant be laid back because there will always be at least a hand full of people who want to try hard because their stats are displayed publicly and there are prizes.

Faceit is really good for getting new people into 6v6 TF2, idk what its like at the top level but i think its very good for that at least.

Nobody’s stopping people from not playing faceit. Every single person can add up to pugchamp (if its servers work. if not, ask to fix them), or inhouse.
Considering the vast majority of people don’t like faceit pugs, I don’t think it’d be very hard to kill the advanced and invite divisions in faceit in order to have better pugs again
Just start now, don’t add up to faceit anymore (specifically advanced/invite)

Give me Pugchamp back now I think it's better to improve an already good pug system made for tf2 rather than killing the previous website to go to a new one with a lots of problem because it was an existing plateform that is not made for our game and the way the EU pug community was working.

Pro League seemed very rushed without any form of public playtesting in advance. The only thing that comes remotely close to playtesting was the fact that the NA version debuted 1 month earlier than EU, but almost no big updates happened in that timespan like adding sub systems or class locks. It just doesn't make sense to leave an almost perfectly working pug service just to endure TF2PL for maybe 3 months before any good updates would roll out for it. Faceit points are just not worth the hazzle.

the system is exactly the same as it was before "tf2pl" all they added was a discord with plugins and tiered the pugs to divs (thus splitting up the majority of the pug community leading to less pugs overall) there's barely any excuse as to why these problems weren't foreseen or prepared for well in advanced, this is like valve level of preparation honestly.

lmao this competitive scene deserves to die if everyone's just gonna whine about a new pug system that's guaranteed to help us grow
