So, for the past 24 hours, I have had this extremely odd problem with Team Fortress 2. After having my Chris' Maxframes somehow break and cause the particles in the game to be in extreme detail and causing my game to crash several times over, I (attempted to) removed the config by reinstalling and replacing the old config with Highframes. Also, I installed a different hud fron the Garm3n hud I was using, replacing it with PVHud. So, after doing all that, I hop into my Highlander scrim only to see that the screen was flashing black when I moved around. This makes the game virtually unplayable. Also, even though a smaller issue, when tabbing out and going back into TF2, it takes a good 10 seconds for the game to come up again (within that 10 seconds the screen just being black). Soooooo, i decided to remove all configs, launch options, and completely reinstall the game ONCE AGAIN. The problem still remained, still the black flashing.
If anyone could help me with this problem, I would be extremely appreciative.

I use this command line in my launch options -sw -noborder -w 1360 -h 768. This puts my tf2 in windowed full-screen, so tabbing out is the same as using windowed mode but the game is still in full screen. Of course you'll have to adjust the -w (width) and -h (height)to your own monitors resolution. With this you can safely tab out at any time (Even during loading screens :D ) and you won't have to wait for the black screen that usually ended up crashing my tf2. I personally don't use/mess with any frame configs but I hope you or anyone else will take this into consideration. The only downside that i've noticed is that you can't adjust your brightness which hasn't been a problem for me at all.

You need to either play in dx9 or roll back your video card drivers.

When I had a very similar problem I deleted the config and used -autoconfig as launch option. After that I reinstalled the config and it was working fine again.

Did you recently update your video card drivers by any chance? If you did and you are running dx8, that could cause the flashing (it happened to me when I updated my nvidia drivers). If that's the case, just rollback and you should be fine.

There is almost no good reason to play in windowed anymore. Valve fixed the alt-tabbing issue on full screen quite a long time ago. Alt-tabbing in and out of game is instantaneous on full screen now. The only unique attribute of using windowed is that when you alt-tab out, it doesn't minimize the game.

I had this same issue. Rolling back my drivers fixed it on dx8
