- Fixed being able to update team name while in matchmaking games

- Updated the localization files
Rumor has it:
- If you thought "isn't there already supposed to be throttling of in-game name changes?", you're right - it's controlled on the server-side through "sv_namechange_cooldown_seconds". You can also claim your veterans' medal, because it was added nearly 8 years ago as part of the 7/20/12 (7/21/12 UTC) update
- Tournament medal additions are as follows (♻ all of these utilize re-used assets from a previous season/year):
