in the top left corner there's those weird white boxes, i assume it has something to do with this glitch:

that was present during jungle inferno, i edited my hud and this started. no new mods, i've restored my old hud that existed before this glitch started yet it's still happening. yes, i have verified game files.

Tried without hud and/or custom folder? Updated drivers for GPU yet?

This looks different to that JI particle bug.
Try mat_texture list 1 and look if you see this weird texture there.
And just in case, did you verify integrity of game files already?
