Go to your tf directory steam>steamapps>common>Team Fortress 2>tf, and if you haven't already, create a folder called "Custom" or whatever you want. Within that unzip the captions files to a folder called "Closed Captions"
Then ingame open console and type

closecaption 1

and hit enter

Go to your tf directory [i]steam>steamapps>common>Team Fortress 2>tf[/i], and if you haven't already, create a folder called "Custom" or whatever you want. Within that unzip the captions files to a folder called "Closed Captions"
Then ingame open console and type [code]closecaption 1[/code] and hit enter
