I've tried:
running the game with vastly different settings, including default
restarting steam
restarting computer
restarting modem
fixing my config to remove those pesky interp changes
verfiying TF2 is in the list of allowed programs to use the internet in windows firewall
verfiying Steam is in the list of allowed programs to use the internet in windows firewall
and I'm verifying my TF2 install right now. Anything else I should try just in case verifying fails to fix the issue?

disable windows firewall
test with other steam games
open steam client ports: https://support.steampowered.com/kb_article.php?ref=8571-GLVN-8711
delete all steam files except the steam client and the steamapps folder
uninstall whatever might have been installed since tf2 worked fine
check your startup programs and assure something isn't fucking with your game
download pingtester and run it for an hour pinging different things
mess with your router
