So I'm extremely new to this. I've been watching tf2 streams for a long while, and although I'm a complete nobody I thought it would be fun to try to stream some tf2. Any tips on getting started with obs/xsplit and tf.tv integration if this becomes a thing I can do consistently?

talk to enigma if you want to be on the stream list
use obs and find settings that get you the best quality without taking away frames or raising your ping to the point where you can no longer play well

I'm using a alienware m17x laptop without processor/gpu upgrades. I'm also assuming the best way to talk to enigma would be through steam.

This tells you just about everything to get started. It says dota but it's still pretty spot on.
