It took me a while to notice since I haven't changed my settings for a while.
TF2 doesn't save any change on settings since steampipe. If I edit the file through windows the change is saved, but when I changed it through the game it just reverts back once I reload the game.
Cloud is disabled, my config.cfg file is not read only.
