If you are changing it in a HUD, you may have to adjust the opacity...

I changing from the console, with this command: cl_crosshair_red 255; cl_crosshair_blue 255; cl_crosshair_green 255. It is not a HUD crosshair,it is the default one.

Seems correct to me. But I am not a pro at this. Does the alignment of the colours make a difference...? I mean, instead of RBG --> RGB, like this:
"cl_crosshair_red 255; cl_crosshair_green 255; cl_crosshair_blue 255"

You have to put cl_crosshair_alpha (or something) to 255 as well.

There's some graphics setting that makes the crosshairs translucent and it's pretty annoying. You can comb through your graphics config resetting each command if you want, but I'd reccomend either ignoring it or getting a HUD crosshair.

you might be using crosshair default and not cl_crosshair_file ""

Are you using dx8? Try using dx9, it worked for me.
