there should be a scene source called video capture device in obs. my webcam came up automatically for the device for this source so.

Make your scene, add a source: Video Capture Device. To position the camera and size use Edit Scene. Just did it with my laptop. Make sure your webcam is enabled, my laptop has a button that disables it.

Wait so would I have to run obs on my laptop as well as my desktop?

everyone's answering this like you'll be streaming on your laptop.

if you're going to stream on your desktop, you need a usb webcam. you can't use your integrated laptop webcam on your desktop.

You could do the following (I have not tried it nor do I know anything about the details):

-Install VLC on the laptop
-Let it stream your laptop webcam via RTP inside your local network (yes, VLC can stream videos, either from files or cameras)
-Install VLC on your desktop
-Let it receive said laptop stream from your LAN
-Setup OBS to capture the desktop VLC instance

It should work, I have no idea what the quality and delay will be though

Personally, I would rather get a webcam. I don't think the delay is worth it since it just looks really weird on stream. But thanks for the help. If I'm ever desperate, I'll probably use both yours and Reilly's methods.

Even easier: Use Yawcam. I just tested it and it works just fine. You can access the stream via your browser and the delay is tolerable (you're in a local network after all).

But I agree, you can get a good webcam for 20 bucks...
