a lot of inhouses are friend circles
some of them are more open than others (i guess like power pugs is the best example????? they've gotten worse though)
some are found through being with a somewhat strange community
rest are just built up through friends

The idea behind in-house pugs is that it's a group of people that the leader knows and trusts, to ensure the quality of the pug. its the reason in-house pugs will always be better than a public system.
