Reinstalling TF2?

Alright.
Might sound like the most stupid question ever, but how do I go about re-installing TF2, so that EVERYTHING is cleaned out.
I want the custom HUD, binds, configs....the whole lot gone with an 'as new' install of TF2.
What stuff do I need to delete/disable before I start installing again? Due to my rather inconsistent internet speeds, I would ideally have Steam re-download TF2 overnight, so quick answers will be greatly appreciated. :D

Sorry again if I come across as a retard...just I would rather get it right the first time so I don't have to faff about re-downloading/installing TF2 all over.

For those wondering...this is an attempt to try and fix my 'horrid' FPS. Apparently an i7 3770k with a 7950 = 300 FPS in spawns and 60 on mid fights. :/ (My FPS was perfectly fine a few months back...then it spazzed out one day and has never really been the same...)

You could just type -autoconfig in your launch options and see if it helps at all as it is alot easier than a complete reinstall. If it makes you feel better, I too have an i7 and since the most recent update my frames have been cut in half.

I tried pretty much everything, besides a fresh install.
And aye, it seems loads of people are having the same issue. Heres hoping a reinstall fixes it, at least to some degree :P

neeko_after deleting teamfortress2 folder, go to (c:)> program files (x86)> Steam> userdata>(find which digits is your steam account and open the folder. delete the entire 440 folder, delete the whole config folder, and ugc. that will start you completely over.
