Hey there, a lot of people recently have been wanting more fps and have been wondering "How do I get better fps besides using fps configs?" There's a few ways. I play tf2 on a 300$ laptop, and I find a lot of ways to get by.
First of, it's possible to put more than one fps config in your autoexec. Not a lot of people realize this, but it can help. I have m0re's, and chris' fps configs in my autoexec. Whatever launch options are fine, either work for me.
Making your toolbar into windows classic. This is very simple and can help you a bit. What you have to do is right click your desktop, personalize, and scroll down until you see "Windows Classic". This will make your toolbar, and your file appearance look pretty old. You can change this anytime, so make your toolbar pretty when you're not playing tf2. (Do keep in mind that I have NO IDEA if you're able to switch to Windows Classic on non-windows 7. Forgive me if you can't. :/)
Disabling steam community ingame has helped me a bit. The cons for doing this is that you will NOT see messages/events/announcements while ingame. You will have to tab out to see them. To disable this, go to your tf2 properties (right clicking tf2 in your library, go to general, and it'll be there.) You have the option to renable it if needed.
Clearing out your files! Every once in a while just go into your downloads, ect and clear out everything you no longer have use for. Make sure to delete your prec demos if you don't need them, they can quickly clog up your tf folder. Also clearing out your recycling bin can help, too!

There was already a big thread on this, with a pack of fps improvements and the only helpful tip there was really to disable steam community if that works. Go bump that topic and check out the other stuff if you've got bad fps.
Putting multiple configs in will only cause the last one in your autoexec to work (plus any non-overlapping commands but chris' is more complete than the others anyway so you shouldn't mess with it).
