How to set up a DM server

Hi guys, I'm planning on setting up a DM server for my region since there's a lack of them over here and I've been reading loads of people want one, so I decided to make the first step.

What I need for it to happen is someone pointing me in the right direction: what plugins do I need? How can I set up the class limit/whitelist for it?

Oh I almost forgot the most important thing: what's the name of the sticky bombs limit on field plugin?

Because i can't find anything like it on the sourcemod page
