So basically every time i start tf2 with anything lower than dx9 my screen flashes like crazy and is unplayable. So I'll ask You geniuses and grandmasters of TF2 to help me. Also i lied there's no puppies here :(.

are you using chris' highframes?
if so try changing to maxframes -- some of my friends had problems with that. they switched to maxframes and it's ok now

There's a problem w/ nvidia drivers above 306.97 w/ dx8 if I'm understanding your problem. Try rolling drivers back?

This issue has been fixed with the newest nvidia driver version 320.18 (for some cards atleast)
EDIT: Well it seems like not for the OP's card.

i can also only use olderr drivers and latest one still have the flashing issue
