As for leagues
Wireplay is probably the to-go league atm, because its active and expanding a lot-
The main league is still etf2l.
UGC is also big but not as big as etf2l
If you've truly "never" played competitive, i think the 9v9 colony mixes are a little too early (although some are listed as "any" div). Many use tf2lobby to kinda get used to the format, but the overall experience there varies greatly from player to player. You should put up a div 6 recruitment post on etf2l, try to get some contacts. Play some mixes etc, get familiar with the scene. Get yourself a microphone if you don't have one already and practice following comms etc.
Also remember you can play sniper in 6s as well, perhaps not full-time but i recommend you to really try both formats and decide afterwards what is preferable to you.
