I feel you. My wifi connection sucks and I live in the basement of an apartment so it straight up dies more often than I would like. I've been playing osu! and stray roguelikes to kill time when it happens but I'm shit at osu so I usually just play a roguelike.
My favorite roguelike to play is Dungeon Crawl Stone Soup, but Dungeons of Dredmor is on steam and it's pretty fun too. Really good beginner's roguelike too. Not worth the price of admission, so definitely wait for a sale, but still a fun game. Feel free to look either of those up.
Aside from those, that Robot Unicorn Attack game on adult swim is more fun than I'd like it to be. I haven't played it in a while but I binged on it when I was a teacher's assistant in high school for a teacher who let me on his computer every day.
