I have seen rr do this jump many times on rollouts. I can never get the velocity or the low altitude like he does. Can anyone explain?

You don't jump, just hold crouch and det the sticky as you walk over it.
Wait until you fully crouch, i.e. not going down anymore. Make sure to det before you stop moving as well.
Kaidus explains it well in that workshop video (I think on the gullywash one, or else the snakewater one, I can't remember).
Basically:
-Put a sticky on the ground in front of you
-walk towards the sticky
-crouch as you cross on top of the sticky
-detonate
Play around with the timings of your detonations to figure out how to go for more distance vs height and so on.

walk across the map and press crouch. At the end of the crouch for a brief period of time, you do a sort of "fast slide". Watch carefully for it. If you det your sticky while in the midst of that "fast slide" you will get that fast and low jump.
Normally deting the sticky while you crouch over it will just result in lots of air and poor distance.

you can do basically the same thing by jumping over the sticky and detonating as you start to fall, but it's easier, at least for me
You need to practice just crouch sliding over the sticky.
When u have a fast walking momentum start practicing by holding crouch and noticing that your speed continues (walking speed) when u hold your crouch key for that slight second.
As you are "sliding" over the sticky when holding ur crouch you have a split second before your speed reduces to your crouching walking speed which is obviously the slower one.
You det your sticky before your speed gets reduced and it will send you farther then just crouching over it then detting. All you need to do is practice the timing when to hold the crouch slide and having enough speed to get past the sticky then detting.
Pretty much u slide (crouch) before u pass ur sticky and u will then det and sending u flying. This rollout jump can be greatfull use for granary 2nd also process 1st if u dont know how to use the sticky on the shutter door rollout (instead of putting it on the pillar)

Just don't press jump, only crouch. You will get better at it and the timing will come naturally.
For the crouch timing, think of it like a c-tap for rocket jumping but instead do it over the sticky.

Don't believe so, its negligibly slower I think. I looked over a few demos of mine on snakeg7. I only do the ramp rollout you describe.
First jump land a few feet within lobby without fall damage. 2nd jump from ramp, slide off stairs and land just in front of the pillar in saw. Grabbed health pack at like a mid 9:47. I consistently do a fast 9:46 (closer to 47 than 46).
I tried the cheese jump in local server. The second jump starts just sooner and is higher velocity but I could never land inside saw. My fastest was like a fast 9:46. I'm terribly inconsistent on that cheese jump though. Beefing that one seems more costly than beefing the ramp jump.
Even if you consistently got it, you won't be at mid any quicker than the other. Both jumps allow you to get to mid at full hp, so it doesn't matter which you use.

God damn I used to be able to do that jump but I stopped practicing it because I deemed it useless and now I can't do it. :'(
